Fix ColorSpace issue for DrawVideoFrameIntoResourceProvider()
GPUExternalTexture uses a opt uploading path CopyVideoFrameToSharedImage() to achieve 1-copy path. DrawVideoFrameIntoResourceProvider() was added in CL
https://chromium-review.googlesource.com/c/chromium/src/+/5329940
as a fallback path.
However there are some remain issues:
- The check about using CopyVideoFrameToSharedImage() is not restricted.
- The color space issue in DrawVideoFrameIntoResourceProvider(),
mentioned in crbug.com/1407112 was not workaround.
This CL fixed above issues by correcting checking condition about using
CopyVideoFrameToSharedImage() and working around color space issue for
DrawVideoFrameIntoResourceProvider() path.

Audio offload for video streaming behind flag.
This enables audio offload behind flag only for streams with latency tag set to kPlayback. For other latency types, audio offload will always be disabled.
Use --enable-features=AudioOffload to enable it. By default the buffer time is 50ms. You can specify buffer time(in ms) by adding extra param for the audio offload feature instead(for example):
--enable-features=AudioOffload:buffer_time_ms/70
Audio offload requires audio service to be at low integrity level, so please make sure audio service is sandboxed when turning on this feature, otherwise the audio output will be automatically switched to non-offload low latency mode.

Rename WPT pending_beacon-helper.js to fetch-later-helper.js
FetchLaterAPI evolves from PendingBeaconAPI, and its WPTs have reused
the utils from pending_beacon-helper.js. This CL just moves that
helper onto `fetch/fetch-later/` in advance to reduce the scope of
the subsequent cleanup CL [1].
Note: PendingBeaconAPI was experimental and is deprecated. Subsequent
CL [1] will remove all of its implementation.

[iOS] Lazy load toolbar button image and subviews
Most of the toolbar buttons are hidden in the specific user interface
size class. This CL attempts to lazily load the toolbar button images
and subviews when they are visible to improve startup latency.

Stop using AddMockTransaction/RemoveMockTransaction methods.
Manually using AddMockTransaction/RemoveMockTransaction methods is error
prone. So this CL removes them from the header file and rewrites all the
code that uses them to use ScopedMockTransaction.
Also this CL changes the constructor of ScopedMockTransaction to accept
a URL.

Eliminate PrefetchDocumentManager::render_frame_host()
This CL eliminates the usage of PrefetchDocumentManager::render_frame_host().
Currently, PrefetchConainer's ctor receives and stores the information
of the referring RFH (when triggered from PrefetchDocumentManager), so
we can utilize that information instead. (Indeed, some other code have already do like this, so we can align to it)
It will also be helpful to reduce complexity of upcoming changes that
introduce the other prefetch manager, which will no longer be dependent
on RFH.
This CL doesn't intend to change any current behavior.

Add test for main and subresource load from cache, with cacheName
This is the test to ensure cacheName works correctly to get resource
from the cache.
This CL also changed `URLPatternInit` phrase to `URLPatternCompatible`,

IME user data service: Fix user data service proto imports

Make sure R is in MSB in BGR_565
On android, AHARDWAREBUFFER_FORMAT_R5G6B5_UNORM has R in its MSB. On
linux desktop, the display hw more commonly supports DRM_FORMAT_RGB565
which has R in its MSB. Finally, skia's kRGB_565_SkColorType has R in
its MSB.
It is unclear whether R is in MSB or LSB for BufferFormat::BGR_565 and
SinglePlaneFormat::kBGR_565. Make sure R is consistently in MSB for
both.

Add test for the cache source to fallback to network
This test ensures the `cache` source in the router fallback to network
instead of executing fetch handlers, when the router matched but target
resources are not in the cache.
